Scott Tilley is a Senior Fellow at the American Security Council Foundation, where he writes the “Technical Power” column, focusing on the societal and national security implications of advanced technology in cybersecurity, space, and foreign relations.

He is an emeritus professor at the Florida Institute of Technology. Previously, he was with the University of California, Riverside, Carnegie Mellon University’s Software Engineering Institute, and IBM. His research and teaching were in the areas of computer science, software & systems engineering, educational technology, the design of communication, and business information systems.

He is president and founder of the Center for Technology & Society, president and co-founder of Big Data Florida, past president of INCOSE Space Coast, and a Space Coast Writers’ Guild Fellow.

He has authored over 150 academic papers and has published 28 books (technical and non-technical), most recently Systems Analysis & Design (Cengage, 2020), SPACE (Anthology Alliance, 2019), and Technical Justice (CTS Press, 2019). He wrote the “Technology Today” column for FLORIDA TODAY from 2010 to 2018.

He is a popular public speaker, having delivered numerous keynote presentations and “Tech Talks” for a general audience. Recent examples include the role of big data in the space program, a four-part series on machine learning, and a four-part series on fake news.

He holds a Ph.D. in computer science from the University of Victoria (1995).

Ukraine - Chump Change

The recent $61 billion aid package to Ukraine passed by the U.S. House of Representatives is “chump change” compared to the cost for Western Civilization if Ukraine loses to Russia.

Of the $61 billion, Secretary of Defense Austin said that $50 billion will flow directly into the American defense industrial base. The aid package will create American jobs in more than 30 states while reinforcing U.S. long-term security.

If Ukraine falls, dominos start to fall:
1. The Baltic states of Estonia, Latvia, and Lithuania all have significant Russian ethnic minorities. Putin is and will 2up gray zone activities of their persecution and will come to unite them with Mother Russia as he did in Crimea and the eastern Russian-speaking area of Ukraine. NATO members, the Baltics will invoke its charter, where an attack on one NATO member is an attack on all, including the United States.
2. Poland and other European countries would be tested with Russian activities.
3. Taiwan is more susceptible to invasion by the Chinese Communist Party (CCP) Peoples’ Liberation Army (PLA). What credibility would the U.S. have in coming to Taiwan's aid if it did not aid Ukraine? (The U.S. already has a major credibility problem on the world stage, thanks to the Afghanistan withdrawal debacle). The Taiwanese need to increase their defense efforts.
4. Israel is a nation of 10 million fighting against Iranian proxies on four fronts --- Hamas in Gaza, Hezbollah in Lebanon, Palestine Liberation Organization (PLO) in the West Bank, and the Houthis in Yemen.
5. Iran. For the first time, Iran launched a missile attack from Iran on Israel. Usually, Iran attacks Israel through its proxies. Iran sees America as the “Great Satan,” and Israel as the “Little Satan.”
6. Venezuela will be emboldened to seize the Essequibo region of Guyana in South America for its oil reserves.

CIA Director Bill Burns briefed U.S. House Speaker Mike Johnson on the dire circumstances of the Ukraine battlefield and the global consequences of U.S. inaction in not providing support. This brief and other briefs from leaders such as Mike Pompeo and prayer convinced Johnson he had to do the right thing and pass an aid package for Ukraine, Israel, and Taiwan. He realized that he was risking losing his leadership role by passing the bill without including a stricter Southern border enforcement bill. Johnson said, “My philosophy is to do the right thing and let the chips fall where they may.”

On Saturday, April 20, the House passed an aid bill of $61 billion for Ukraine, $26 billion for Israel, and $8 billion for Taiwan. Johnson was able to pass the bill with bipartisan support. The bill is expected to be passed by the Senate and signed by President Biden.

Ukraine desperately needs modern air defense systems, as used by Israel and American allies in shooting down Iranian Shahed drones on April 14, 2024. These are the same type of missiles used by Russia to attack Ukraine's infrastructure. American warships and fighter planes stationed in the Middle East participated in defending Israel. Ukraine is not asking for Western allies to shoot as they did for Israel; Ukraine is asking for the equipment to defend itself against Russia.

Russia recently destroyed Ukraine's largest power plant with drones because of Ukraine’s lack of air defense system missiles. Russia is on a wartime footing and spends approximately 30% of its budget on the military. David Cameron, British Foreign Secretary, warns that the West’s security is in danger because of delays in U.S. aid to Ukraine.

Missiles are expensive. The U.S. Navy has a nearly $1 billion deficit after defending Israel from Iranian missiles and Houthi attacks on Red Sea shipping. Standard Missile (SM)-3s cost from $10 million to $28 million and are twice as expensive as the anti-ship missiles they are built to destroy. SM-2s cost over $2 million each, and SM-6s cost $4 million each.

China is surging equipment sales to Russia used to manufacture weapons and space satellite systems. China claims it is not providing arms or military assistance but maintaining robust economic connections.

Summary

The United States and Western Civilization are at war with totalitarian dictatorships; only the West has yet to acknowledge the war. The West needs to rebuild its defense capabilities to counter the growing threats from China, Russia, Iran, its proxies, and North Korea.

The U.S. is also facing a serious threat from unchecked federal spending. Trillion-dollar deficits have led to a national debt of $34 trillion. The surge in spending has led to high inflation and debt interest payments of $870 billion now exceed military spending.

Government wasteful spending programs must be controlled or eliminated to fund defense capabilities. Electric vehicles and green energy subsidies are wasting trillions of dollars and weakening national security. Welfare programs also need to be revamped.

Action

● Recognize Western Civilization is based on God-given natural individual rights of equality, life, liberty, and the pursuit of happiness. The purpose of government is to serve the people. Totalitarian ideologies of Communism and Islam have the purpose of people to serve the government.
● Increase defense capabilities in cyber warfare, missiles, and space warfare.
● Support allies.
● Terminate all financial support to organizations that are anti-American. No money to the U.N Refugee Works or Human Rights Council. No money to the PLO or Hamas.
